A Certificate of Good Conduct (VOG) contributes to safety within a volunteer organization. With such a certificate, the volunteer demonstrates that they have not been convicted of serious offenses, such as a sexual or violent crime. By applying for VOGs, you make the topic of safety discussable within your organization and also send a signal that you are committed to safe volunteer work. Do you have volunteers in your organization who were born and raised elsewhere in the world? Keep in mind that the VOG is issued based solely on Dutch judicial and police data. People without a permanent residence or those still in the asylum process can apply for a VOG, but the costs will be borne by the applicant or the organization.

The government finds it important that volunteer work is safe, and therefore many organizations can apply for a VOG (Certificate of Good Conduct) for their volunteers for free.Terms and Conditions

  • A free VOG applies to all volunteers working with vulnerable people.
  • The organization maintains an active safety policy.

It does not matter which organization the volunteer is active in. Whether it is a school, welfare institution, sports or hobby club. Smaller organizations without legal personality, such as sole proprietorships and partnerships, can also be admitted. The organization must be registered with the Chamber of Commerce and, if they are admitted to the scheme, have E-recognition.

The organization must have a plan that outlines rules and guidelines for safe volunteer work. The plan can include agreements about having a trusted (contact) person, a good recruitment policy for new volunteers, and having codes of conduct.Go to the website Free VOG

VOG for people from abroad

A DigiD is required for the free VOG.People from the EU and some other countries (Liechtenstein, Norway, Iceland, Switzerland) automatically have a residence permit for the Netherlands, provided they have a passport from that country. With this, they can apply for a DigiD.

People from outside the EU need a residence permit to register in the Basic Registration of Persons (or: to be registered with a municipality because you have a Dutch residential address). They will then receive a BSN number. With this, they can apply for a DigiD.

  • People who have lived in the Netherlands for more than 4 monthsmustregistering in BRP.
  • People who have lived in the Netherlands for less than 4 monthscanregistering in BRP (for example, students or employees)

Paid VOG, without DigiDYou can apply for a paid VOG if you do not have a permanent residence or stay, or if you are still in the asylum procedure and do not yet have a BRP or BSN. This candirectly from Justis.If you are registered with the BRP, it can also be done at the municipality.

A paid VOG costs 41 euros and there may sometimes be additional costs.

The free and paid VOG screening is done in the same way. Justis screens using information from the Netherlands, but also retrieves information from the European network.
